City of Holts Summit Announces Nicholas Tietsort As Next City Administrator
Holts Summit, Missouri, 3/12/2026 – The City of Holts Summit is pleased to announce the appointment of Nicholas Tietsort, as the City’s next City Administrator. Tietsort will officially assume the role on March 16, 2026, following the retirement of current City Administrator Brandon Ruediger, who announced last month that he will be retiring from public service after more than six years of service to the Holts Summit community.
Tietsort brings more than two decades of public-sector experience to the role, including extensive leadership in emergency management, public safety communications, and intergovernmental coordination. Most recently, he served as Deputy Spokesperson for Public Safety at the University of Missouri, where he managed high-profile public safety communications, coordinated with law enforcement and community partners, and advised leadership during critical incidents.
Prior to that role, Tietsort served as Director of Emergency Management for Cole County, where he coordinated countywide preparedness and emergency response efforts with public safety agencies, utilities, local governments, and community partners. In that capacity, he oversaw program operations, managed grants totaling more than $1 million, supervised staff and volunteer teams, and directed planning and response initiatives designed to enhance community safety and resilience.
Tietsort also previously served as Director of Emergency Management for Audrain County and earlier in his career worked as a Deputy Sheriff and Detective, gaining valuable experience in public safety, leadership, and community engagement.
Tietsort holds a Master of Public Affairs from the University of Missouri’s Truman School of Government and Public Affairs, a Bachelor of Science in Crisis and Disaster Management from the University of Central Missouri, and an Associate of Arts from Moberly Area Community College. He also holds the designation of Certified Emergency Manager (CEM) through the International Association of Emergency Managers.
Throughout his career, Tietsort has emphasized collaborative leadership, responsible stewardship of public resources, and strong partnerships with elected officials and community stakeholders.

Tietsort has also been actively involved in community and professional organizations, including service as Treasurer of the Missouri Emergency Management Association and as a board member for the Independent Living Resource Center serving central Missouri.
